In the field of fire safety, terms that, although closely related, have different scopes are often confused. Understanding the difference between an Emergency Plan and an Evacuation Plan is the first step in ensuring the protection of people and a company's assets.

What is an Emergency Plan?

It is the global strategic framework. It defines the organization of human and material resources to respond to any critical situation (fires, floods, threats, etc.). It includes risk identification, action sequences, the designation of intervention teams, and coordination with external services.

What is an Evacuation Plan?

It is a specific operational part within the Emergency Plan. Its exclusive function is to guarantee the safe and orderly transfer of people from a point of risk to a safe zone (assembly point). It focuses on routes, signage and, critically, the communication of the evacuation notice.

Regulatory Evolution: The new RSCIEI 2025 scenario

The legal framework in Spain has taken decisive steps towards greater technical requirements, especially in the industrial sector, where risks are more complex.

  • Regarding the Fire Safety Regulation for Industrial Establishments (RSCIEI), its recent revision has reinforced the mandatory nature of Evacuation Plans. It is no longer a safety recommendation, but a requirement linked to the risk classification of the establishments. Industrial owners must now ensure that their plans do not only exist on paper, but have verifiable technical support systems.
  • For its part, the Technical Building Code (CTE) through the DB-SI continues to set evacuation guidelines in non-industrial buildings, requiring all protection means (signage, emergency lighting, and alarm systems) to function as an integrated system.
  • In this context, the UNE EN 23034:2023 standard has established itself as the reference standard for the design of evacuation floor plans. It regulates critical aspects such as colorimetry, marking, text size, and viewing distances. The goal is to eliminate ambiguity in moments of high tension, allowing anyone to identify their exit route intuitively.

 

The PA/VA System: Why EN 54 Public Address is the required standard

Within the Emergency Plan required by the RSCIEI, the notification system is the key piece. A loud siren is not enough; in complex industrial environments, the human brain reacts much better to clear verbal instructions than to a simple alarm sound.

This is where the RIPCI (Fire Protection Installations Regulation) and the mandatory nature of public address and voice alarm systems (PA/VA) certified under the EN 54 standard come into play.

When is evacuation public address mandatory?

According to current technical and regulatory criteria, the installation of certified voice systems is prescriptive in:

  • Establishments with an area greater than 10,000 m2.
  • Premises with a high occupancy density (more than 3 people per 100 m2).
  • Hospitals, shopping centers, and other buildings where directed or phased evacuation is necessary.

Since a conventional public address system is not suitable for emergencies, systems certified under the EN 54 standard (specifically parts 16 for control, 24 for loudspeakers, and 4 for power supply) offer guarantees that commercial audio cannot cover:

  • Speech Intelligibility: It guarantees that the voice message is understandable above industrial ambient noise, preventing panic and reducing evacuation times by up to 30%.
  • Continuous Supervision: The system monitors the integrity of the loudspeaker lines, the status of the microphone capsules, and the batteries in real-time. If there is a cut or a failure, the control panel reports it immediately.
  • Resistance and Autonomy: Designed to operate under extreme conditions, they ensure that communication is not interrupted during the evacuation process, even in the event of a main power supply failure.

The RSCIEI update has raised the safety standard in our industries. The Evacuation Plan is no longer a static element, but a dynamic protocol that depends on a reliable technological infrastructure.
