Public address and voice alarm systems are essential components in the safety infrastructure of any modern building. Their function goes beyond simple message broadcasting: they must ensure clear, reliable, and effective communication in emergency, evacuation, or operational coordination scenarios. To achieve this, their design, installation, and maintenance are governed by a set of technical standards that ensure compliance with national and European safety requirements.
In this article, we outline how voice alarm system regulations are structured in Spain, who is responsible for ensuring compliance, and the implications for both new construction and retrofitting of existing facilities.
General regulatory framework
In Spain, the regulations applicable to these systems are mainly structured around three pillars:
- European Construction Products Regulation (EU) 305/2011: Establishes the essential requirements that products used in construction works must meet, including voice alarm systems.
- UNE-EN 54 Standards: These are the technical reference for fire detection and alarm systems, including integrated public address components. The most relevant are:
- UNE-EN 54-24: Voice alarm loudspeakers
- UNE-EN 54-16: Voice alarm control and indicating equipment (VACIE)
- EN 54-4 / UNE 23007-4: Power supply equipment
- Technical Building Code (CTE): Defines the minimum safety requirements that buildings must meet. Within the CTE, the following documents stand out:
- DBSI (Basic Document on Fire Safety): regulates active and passive fire protection.
- DBSUA (Basic Document on Safety of Use and Accessibility): sets specific conditions to ensure accessibility and safety for people with reduced mobility.
Complementary regulations
In addition to the CTE and UNE standards, there are technical regulations that define specific installation and maintenance conditions:
- RIPCI (Regulation on Fire Protection Installations): Establishes technical, design, and maintenance requirements for fire protection systems, including integrated public address.
- RSCIEI (Regulation on Fire Safety in Industrial Establishments): Applies to large-scale industrial facilities, where voice alarm systems must meet specific coverage and resilience requirements.
- ITC (Complementary Technical Instructions): Technical documents that develop specific aspects of the above regulations depending on the type of installation or sector.
Mandatory application areas
The installation of public address and voice alarm systems is mandatory in the following cases, depending on the intended use of the building:
- Hospitals and care homes: always mandatory, as occupants require assistance to evacuate.
- Public assembly buildings: when they have a capacity for more than 500 people. Includes auditoriums, restaurants, religious centers, stations, sports facilities, etc.
- Industrial facilities: with a surface area greater than 10,000 m², such as factories, warehouses, logistics centers, or workshops.
In these cases, systems must be designed in accordance with UNE-EN 54 standards and comply with the installation and maintenance requirements set out in RIPCI and RSCIEI.
Additional technical considerations
- Systems must ensure speech intelligibility, even under high ambient noise conditions.
- Installation must include redundant power supply, in accordance with EN 54-4, to ensure operation in case of power failure.
- Integration with fire detection systems must be fully compatible and certified according to the relevant UNE standards.
- Maintenance must be carried out in accordance with RD 513/2017, which regulates periodic inspections and functional testing.
